The Deputy chairman was the Metropolitan of Voskresensk Dionysiy, a chief manager of the Moscow Patriarchate Affairs, the first Moscow vicar of the Patriarch of Moscow and All Russia, Abbot of the Novospasskiy stauropegial monastery, administrator of the Central Vicariate of Moscow. The secretary was Protopresbyter Vladimir Divakov, Secretary of the Patriarch of Moscow and All Russia, Dean of the Central District, Secretary of the Diocesan Council of
